Accredited Appraisers with specialty accreditations are often called upon not only for the valuation of collections (e.g., for noncash charitable contributions [for the intended use of income tax deduction by the donor], or for insurance coverage or claims, for trust planning, for equitable distribution, for estate settlement, or to establish stepped-up basis after the passing of one's spouse), but also for deaccession market consultation, and assistance with the inventory and identification of objects, especially in realms where specialized knowledge is not only complex, but essential.
Paul is the only ASA Accredited Senior Appraiser who is accredited in the combination of his five specialty designations in two disciplines, which includes: Appraisal Review and Management, Fine Arts, Antiques & Decorative Arts, Antique Firearms, Armor & Militaria, and Residential Contents – General.
He appraises modern (and antique) firearms, edged weapons, armor, helmets, shields, and militaria of all ages, fine arts (modern as well as ancient) and documented antiquities. He has also appraised over $11 Million worth of gold & silver bullion & coins for Trusts, Estates, Fiduciaries, Collectors, and the FBI. He has also inventoried and appraised large private collections, and specified items for private and public museums (such as the appraisal of armor, edged weapons, and firearms at the De Soto National Memorial [U.S. National Park Service] Exhibit, The Museum of the Confederacy, as well as privately owned Arms Collections, and a large privately owned Museum with artifacts dating from the 1750’s through 1990.)
His typical assignments include assisting Estates, Trusts, Insurance Companies and Insurance Policy Holders, Banks, Private Individuals (for insurance coverage, trust planning, and sometimes for marital dissolution), and Attorneys (as a litigation consultant and on occasion as a court-qualified expert on issues of value and loss of value personal property.)
His appraisal reports are prepared in compliance with the Code of Ethics of the American Society of Appraisers and the Uniform Standards of Professional Appraisal Practice (USPAP), promulgated by the Appraisal Standards Board of The Appraisal Foundation. His Privacy Policy is committed to safeguarding the confidential information of his clients. All of his clients’ personal information provided to his appraisal service company is held in the strictest confidence and in accordance with the USPAP and ASA ethics standards of confidentiality.
Paul's qualifications, education, and experience, includes over 30 years of appraising estates, conducting appraisals for insurance underwriting, conducting appraisals for insurance claims, serving as a qualified appraiser in the preparation qualified appraisals of art and antiques which are the subject of non-cash charitable contributions. He has been serving as a court approved expert (since 1990) and as a Litigation Consultant and Review Appraiser on issues of value and loss of value of personal property, as well serving as an expert for the Federal Bureau of Investigation (FBI) and the Department of Justice (DOJ) in the valuation of precious metals and coins.
